De procedures rond The Dutch

In de voorbereiding van de aanleg van The Dutch moeten een groot aantal procedures worden doorlopen. Een aantal hiervan is al afgerond, een aantal loopt nog.

De belangrijkste procedure is die van het bestemmingsplan, waarin de gemeente Lingewaal “The Dutch” ruimtelijk-planologisch en juridisch vastlegt. Van het bestemmingsplan heeft al in 2006 een voorontwerp ter inzage gelegen en wordt nu gewerkt aan de afronding van het ontwerpbestemmingsplan. Parallel aan de bestemmingsplanprocedure heeft een vrijstellings-procedure gelopen, waarmee vooruitlopend op het definitieve bestemmingsplan gestart kan worden met de aanleg van de golfbaan. De vrijstelling is begin dit jaar verleend.

In het kader van het voorontwerpbestemmingsplan heeft in 2006 de m.e.r. (milieueffect-rapportage) procedure gelopen. Deze is in september 2006 met een positief toetsingsadvies afgerond.

Naast het bestemmingsplan en de milieueffectrapportage moeten voor diverse milieuaspecten vergunningen en ontheffingen worden aangevraagd:

• Ontgrondingenvergunning: waarin de provincie Gelderland afspraken over de vergravingen en ophogingen vastlegt;
• Ontheffing Flora en Faunawet: waarin het ministerie van LNV afspraken vastlegt over de verstoring van beschermde diersoorten (in het geval van The Dutch de Heikikker en de Kleine Modderkruiper;
• Ontheffing van de Keur: waarin het waterschap Rivierenland afspraken vastlegt over de aanpassingen in het watersysteem en de waterhuishouding;
• Milieuvergunning: waarin de gemeente Lingewaal afspraken vastlegt over hinderaspecten in en rond de accommodaties (geluid, verlichting, opslag gevaarlijke stoffen e.d.);
• Vergunning Wet Verontreiniging Oppervlaktewater: waarin het waterschap Rivierenland afspraken vastlegt over het beheer van de golfbaan en de afvoer van water, om hiermee de waterkwaliteit te waarborgen.

De ontgrondingenvergunning en de ontheffing van de Keur zijn recentelijk verleend. Momenteel worden in overleg met de betrokken partijen de milieuvergunning en de vergunning Wet Verontreiniging Oppervlaktewater voorbereid. De Ontheffing Flora en Faunawet is al begin 2006 verleend. In het kader van de ontheffing zijn in september van dit jaar Heikikkers op de oude golfbaan weggevangen en elders in de omgeving uitgezet (zie foto). Dit voorjaar 2008 worden bij de werkzaamheden aan de sloten de Kleine Modderkruipers (vissoort) weggevangen uit het plangebied.

Al met al hebben we al een lange weg afgelegd in Nederland Regelland en hebben we nog een lange weg te gaan. Maar we komen stapje voor stapje dichterbij het einddoel: realisatie van The Dutch.

European Golf Design impressed

We were impressed by the partners of Made In Scotland from the very first meeting. Their experience, professionalism and ambition for this project were all hugely inspiring. Their request to us was to deliver the very best course that the site could offer - nothing more complicated than that. And, since then, there has been a continual commitment not to compromise quality for any reason that is, in our experience, rare and infectious.

The golf course will be the centrepiece of The Dutch, of that there’s no doubt (although every other element of the project, from the clubhouse to the Academy to the Lodges will be designed, built and maintained to the same exacting standards). We believe it will be possible to give Made In Scotland what they have asked for – namely, a golf course of international standard, reputation and quality. But with a distinct feel and one that recognises the environment within which it sits. There will be a certain Scottish flavour to the course – with clients like Made In Scotland and a Signature Designer like Colin Montgomerie, it would be unusual were that not the case – but there will also be an acknowledgement of some of the fine golf courses found in The Netherlands such as Kennemer and Noordwijk. In short, The Dutch is destined to be one of the finest courses we’ve had the good fortune to be involved with and we look forward to welcoming you all to see, and play, the course some day soon.

Colin Montgomerie at The Van Lanschot Masters Tour Challenge 2007



One of the highlights of the Dutch golf season in 2007 would have to be Colin Montgomery’s participation in the Van Lanschot Masters Tour Challenge this past September. Colin partnered the Dutch youth talent Martijn Vermei and played against Maarten Lafeber and Joost Luiten. Colin and his partner won in a very exciting match combining great golf and sportmanship. Much to my surprise Colin dazzled us not only with his golf expertise but also his friendly manner and quick wit. Throughout the nine hole match Colin willingly answered people's questions and added humor to every aspect of this wonderful game. Before hitting an approach at the 3rd hole he was asked what you need to do in order to hit this particular shot well, he answered, ''soft hands, soft hands'', and as he repeated soft hands to himself he proceeded to hit the 40 meter pitch shot, spinning the ball to within 30 centimeters of the hole with impressive ease, and after some silence while everyone stared on in awe of this big man's great touch, he added sarcastically...,''and lots of talent!'' Later in the round, after another well struck shot which fizzed off in the direction of his target, he turned to the crowd of 500 people and reminded them that,'' this is my job''. He really was a tremendous addition to this year's event.

After the match had ended on the final green, many of Colin's new fans (also surprised at this man's friendly demeanor) hung around to get an autograph, say hello or just stare at this great sportsman.

Colin took time out to talk about his latest golf course creation The Dutch. He simply stated that The Dutch would be THE BEST golf facility in the Benelux and most probably the continent of Europe. We at The Dutch could not be happier with this ''Made in Scotland'' architect!
